ETHNOPHARMACOLOGICAL RELEVANCE:
Radix panax ginseng (Panax ginseng C.A. Meyer, Araliaceae, RPG) has been documented to possess hair growth activity and widely used to treat alopecia, while no report has been issued to date on the effect of Fructus panax ginseng (FPG) on hair regeneration.

AIM OF THE STUDY:
To investigate the effects of FPG extract on the proliferation of human hair dermal papilla cells (DPCs) and on the promotion of hair regeneration in C57BL 6 mice.

MATERIALS AND METHODS:
Cell proliferation was evaluated in cultured DPC by 3-(4,5-dimethylthiazol-2-yl)-2,5-diphenyl tetrazolium bromide (MTT) and measured the expressions of Bcl-2 and Bax by immunoblot assay. We also compared the effects of topical FPG extract (1 and 10mg/ml, 100μl/d) with the effects of minoxidil as a positive control (5%, 100μl/d) or vehicle control (30% ethanol) on the depilation-induced hair cycling in 7 week-old-C57BL/6 mice.

RESULTS:
FPG extract significantly increased the proliferation of DPCs in dose and time dependent manners (P<0.05, P<0.01 and P<0.001). FPG extract also enhanced Bcl-2 expression and decreased Bax expression compared with control (P<0.01). Moreover, significant elongations of anagen phase during hair cycle after application of FPG were evaluated by photographical and histological observations.

CONCLUSION:
FPG extract improves the cell proliferation of human DPCs through anti apoptotic activation. Topical administration of FPG extract might have hair regeneration activity for the treatment of hair loss.

i've digged into this a few month ago.
if you google for "panax ginseng fructus" you'll basically find only the study.
The fructus of ginseng seems to be called berry. So "panax ginseng berry extract" is a request which will give you some suppliers.
I ordered a few months ago ginseng berry juice which should not be drinken w/o dillution. in fact, they recommend to take only a cup of tea per day. I tried to apply it as a topical but w/o much success. for sure, w/o something like ppg or ethanol to make it penetrate deeper in the skin, it won't be efficient.

panax means korean origin of ginseng. afaik american origin (species) ginseng has pretty much the same proprieties.

so following this new study, i plan to find ginseng berry extract (powder) and use it w/ DMSO or something like that as a topical.

was extracted with 1000 ml of 95% ethanol at 65 ◦C for 120 min,

One my friend male, who is now 47 - no problems with hairs, he has grey hairs already 10 years. For other reasen he did drink everyday one year ginseng ,very strong tea, but he did take lake 5 tbl. spoons, it was very strong. I met him after one year and his hair is now after 10 years again brown, I was shocked. He had totaly grey hairs , totaly. long long time , I did think he used some colour but his exgirlfriend said me, not this is from ginseng.

He took ginseng for imunity. Hairs were bonus that he did not expect and plan.

You're going to be looking for an tincture extract of the berry. You may want to ping some of the more respectable chinese herb sites such as 1st chinese herbs or dragon herbs to see if they can stock this type of product. 99.9% of the ginseng extracts you see on the market are from the root and it makes a huge difference on the extraction method, whether it is alcohol or heat (hot water) based. Obviously some extracts are going to be better than others depending on the age of the root itself.
